more options in settings files

right now there are only key/mouse binding files. let's add default+user general settings files

users should be able to customize:

• int: keyword scanning timeout
• T/F: initialize cache on load
• T/F: cache filesystem
• T/F: scan project files in addition to only resourced files from the current file
