ResX Spellchecker has no fallback dictionary for neutral cultures

When the spellchecker für ResX whants to load a dictionary for a neutral culture like "de" and it can't find one, because all default dictionaries packed with AgentSmith are for none neutral cutlures like "de-DE" or "en-US", it does not do spell check at all.

There should be a possibility that in this case one of the none neutral cultures is picked like "de-DE" for "de" or "en-US" for "en".
