cant send max ATOM

Overview

Cant send ATOM when sending the MAX amount. Send goes through when sending a lesser amount

Recreate steps:

1. connect a wallet that support cosmos to app.shapeshift.com
2. execute an ATOM send
3. click on MAX
4. notice an error will pop up saying "Your send of Cosmos failed."

This is caused by our wrong handling of Tx fees and will be tackled in https://github.com/shapeshift/web/issues/1966 @0xdef1cafe should we remove the low priority label on that one?
