Action Menu Disappearing

I run mods on my server, HTML will be attached. I run your mods as server mods so they are not seen in that HTML. At some point in a mission, the option to deploy ropes will go away. Usually, in the beginning, I can see the option there, a few minutes later is gone. I'm not sure if there is a mod confliction if so is there any sort of fix for this? I would love to keep using this mod so I'd love feedback!! 28th_CAD_Mods.pdf

Interesting, so it seems to disappear after entering a vehicle.

Another update if you respawn, the option will be there., then if you get in another vehicle, it will go away.
