Manage Custom Attributes "Language" and "Attribute name" should be grouped

[Build] 16.1 fix3 25.11.2016 [Steps to reproduce]

1. Log in as Supplier and goto Account/Manage Custom Attributes
2. Add Custom Attribute

[Expected result] Layout gives a hint about what to expect if "Language" is chosen

[Observed result] You can choose a Language, but this only refers to localization of "Attribute name", and there is no visual hint that this is the case, I expected that all fields below can be localized.

[Details] Is it possible to signal that the "Language" and the "Attribute name" belong together? An example would be to put them in a "frame" together. This is easier than expecting users to read the online help. Which is what I did after I noticed that the expected behavior did not happen.

I do not consider this to be a feature. I believe that the UI the way it is designed can lead to false assumptions and therefore will not be used correctly.
