Dependency js_regex is incompatible with Python 3.13

The dependency js-regex is no longer compatible with Python 3.13.re.TEMPLATE and re.template() were removed in Python 3.13, and were (poorly) deprecated a number of years ago. The dependency also hasn't been updated, and the source repository archived since 2020.

We recently discovered this issue testing upgrading to 3.13 in our services.
