Enable processing of Spectra Vista file formats [high priority]

Begin with HR-1024/1024i formats.

Include: Metadata (header) extraction, overlap removal function, interpolation, and averaging samples at native resolution; with option to output averaged spec at 1nm using interpolation function. Consider option to interpolate files to other instrument center wavelengths for cross-cal.
