Set up Dependabot to update dependencies

slack-cloudflare-workers is frequently out of sync with slack-edge.

An easy fix would be to enable Dependabot to check on updates for this repo.

The range versioning should work, so I don't see the immediate necessity to have dependabot for this project. That said, I don't strongly oppose to it at all.
