Context

  • Adds CI workflow updates (Codecov, enforce labels, integration tests)
  • Introduces x402 settlement check
  • Fixes code scanning alert #422

Addressed lint + coverage gaps by cleaning ValidateBlockAccess and adding branch-complete unit tests. Should unblock Codecov + Unit Test failures.
