Any chance of expanding the README / making a wiki with some "Getting started" scenarios? I am unsure how the library discovers connected DALI systems. :)
The short answer is "it doesn't". The library isn't a complete system, at the moment it's more a component of a build-it-yourself system. There are lots of different ways to connect a computer to DALI systems, the standard doesn't cover how this is done, and all the different interfaces the manufacturers have come up with seem to be incompatible with each other and have no publicly available documentation for driver writers. The library has very simple drivers for a couple of them but if you have hardware that's at all different you'll need to write your own.
Eventually I would like to build a more complete system around this library, with drivers for lots of different types of hardware and a user interface, but I don't have time to work on it this year and I don't have a wide selection of hardware to develop with.
