Import fix for bad quote escaping in d.o names

And now this pull req. inlcudes a port of the .options file for the git2svn's trunk. :)

We've got a bunch of unrelated changes here - some cleanup which is fine, but it's all mixed together with the removal of everything related to cvs2svn-2.3.0. Please separate these changes into discrete requests - I'll take the cleanups, but not the cvs2svn-2.3.0 removals. There's a lot of different versions of these scripts being run at various times, and while I don't think taking those out of the import-all-staging branch should break anything, there's zero practical benefit to offset the the risk that I'm forgetting something.
