Setting to allow hiding what others have requested

Description

It would be nice to give admins the choice to allow/disallow members from seeing other people’s requests.

Desired Behavior

This can come in many flavors with varying levels of implementation complexity:

• A simple toggle: “Users can/cannot see requests from other users (admin can always see all requests”
• A user-by-user setting: “this user can/can’t see requests from other users” where the value is taken initially from a more general default and can be changed by the administrator.

Note that when a user is about to request an item that’s already requested (but not yet processed), they should still see that’s it’s already requested.
