Requests Badge stuck at 1

Description

The Badge on Requests is stuck at 1 even though there are no Pending Requests and no Failed Requests

Version

1.34.0

Steps to Reproduce

Go to web UI and Requests badge will always show 1 even if there are no pending or failed requests

I am also still seeing this issue with the latest version. I believe this PR was supposed to fix it but I am still seeing the issue.
