Allow users to report issues for items with requested/non-available status

Description

Users are not able to report issues until a requested item is "available". Occasionally items requested by my users are not successfully found/downloaded due to indexer coverage/missing articles/rejections. These items do not appear as "failed" as they are successfully sent to radarr/sonarr, but remain "requested" indefinitely.

I am often able to retrieve these items manually, and it would be useful for users to be able to report an issue with items that have not been successfully found/downloaded so that I am aware of such items and can prioritise acquiring them manually. The requests list does not seem to provide a filter that efficiently identifies such requests.

Desired Behavior

A "report issue" button appears on any requested items, regardless of whether the item is available or not. Users may report that the item has not been successfully acquired and remains requested.

I approve, as I'm in the exact same situation. It may be a boolean that the administrator can chose to activate.
