Server Status / Notices
Description
Would be super useful to have a "Server Status" page, a notice banner at the top of all pages that shows any current outages or prewritten notices and a notice popup for new notices.
Desired Behavior
When connected to the site, a banner at the top of the page showing custom set message (maintenance notice etc) and/or if the server is offline, perhaps the banner could have back forward buttons to scroll through messages, so something like: "messagetext (1/3). <. >" and they would appear in time order with the newest displayed currently.
Then Separate popup for said notice that appears once when a user hits the site for the first time (since the notice was created) which they need to click ok or close to get rid of, this should only pop up once per user per notice, the banner should stay though
Status page could look at uptime over a period and also current status of the server
Additional Context
As I have given the Overseerr url to my users, it would be useful to be able to communicate further with then rather than have to send emails or messages. Creating an almost one stop site for users besides the main Plex system site

Thinking about this, I think the best way to set the content for the banner would be either markdown or text as was mentioned in a previous GitHub issue.

I like the markdown idea for it's additional functionality. What's great about markdown is you can still put plain text without any special formatting, so users who are unfamiliar with markdown syntax shouldn't be too confused. But, it still allows for special formatting, and the addition of links if necessary.

I would love this feature, also being able to schedule auto maintenance notification windows would be great!
