Admins should have power to Sync

What happened: User is having an issue with a pipeline and the first question is to see if they have tried Syncing pipelines/pull requests in the Options tab. Time would be saved if Screwdriver admins could do this themselves.

However, when a Screwdriver admin tries to do this on the user's pipeline, they will see an error message like:

 User github.com:tkyi does not have push permission for this repo

What you expected to happen: Screwdriver admins should have permission to Sync for pipelines.

How to reproduce it: As a Screwdriver admin, go to another pipeline that you don't have access to and try to Sync.
