Crossing the specular rubicon
as discussed in https://www.hard-light.net/forums/index.php?topic=98195.0 this PR replaces the command line args that scale lighting with whole-light controls, with controls in the lighting profiles to globally tune light types taking over for mods.
Effectively feature complete now but submitted in draft as there's a lot of cleanup and documentation I need to do still.
Includes changes from #4208, will have a history cleanup once that's merged in.
I'm leaving this in draft until weapon lights is merged but it is now feature complete save for qaz's shader work
Still pending a few final changes and qaz's contributions, but I'm putting it to submitted now to see if it passes checks,
Postponing after 22.2, unless there's a consensus to merge it in soon.
