review - how to do them

1/ If review of collection will passed, then admin can set it too approved. If collection don't pass, then what? Could we send back to email (attached to fas) reason for denial? If we want visible communication, then we might use bugzilla. I would prefer email for now.

2/ How to mark request, which are undergoing review? User should see some progress e.g. pending state.
