SPEC 0: report minimum versions, instead of what to drop

Currently, the SPEC 0 schedule shows dates by which to drop certain packages. It would be helpful to instead see which minimum versions to pin to. Example output could be:

2023-05-26 Drop NetworkX vA.B.C for vX.Y.Z
