waterlevel_erddap.py: Add ERDDAP method access to COOPS data

This adds a waterlevel_errdap.py program to use the ERDDAP services and avoid the SOAP interface. See http://coastwatch.pfeg.noaa.gov/erddap/tabledap/nosCoopsWLR6.html for some ERDDAP details.

The NOAA SOAP services have moved to https, so getwaterlevelraw() fails with a 302 error.
