STEAM_0 and STEAM_1 blocks are listed separately

What are the steps to reproduce this issue?

1. On a game that has STEAM_1, mute someone, then unmute him.
2. Mute him again, but on the web now.
3. Search for his steamid in the search bar (with STEAM_0 then STEAM_1)

What happens?

Only one mute appears in each research, and it says it's his only block

What were you expecting to happen?

All mutes/blocks should be together in both cases, or, blocks and bans should be converted to STEAM_0 automatically instead of having STEAM_0 and STEAM_1 variants
