Unify all `diktat-analysis.yml` config files

It is necessary to unify all diktat-analysis.yml config files (in all places, also diktat-analysis-huawei.yml file).

To do this:

• [ ] determine which rules should be included
• [ ] check current default configuration of rules and determine same configuration for all enabled rules
• [ ] fix falling smoke tests
• [ ] fix the code of the entire project
