Maintenance for Ruby 2.5.z support

Currently, attempting to pin the Gem dependencies which can be used to narrow the support for Ruby 2.5.z requires quite a number of deprecated releases be used as strict dependencies: https://app.circleci.com/pipelines/github/samvera/ldp/108/workflows/5ea3a6ea-ffe8-48d8-bbe3-86ffb2192be2

This seems unlikely to be sustainable for the foreseeable future, and with Rails 7 support as a requirement for core components, I suspect that dropping Ruby 2.5 support is very likely necessary.
