Reports show as "Unfiltered" when they are, in fact, filtered

Descriptive summary

In the Dashboard, under Reports, if you don't select a 'start date' for the statistics, the stats show as (Unfiltered) even if you set an end date

Expected behavior

If either the Start or End date is entered into the reporting date range fields, the label next to the report areas should show the filtered dates.

Actual behavior

if you don't select a 'start date' for the statistics, the stats show as (Unfiltered) even if you set an end date

Steps to reproduce the behavior

1. in Reports, enter a start and end date for a report and note that the filter text next to the reporting areas show the filtered dates
2. now, in Reports, remove the start date, and note that the reporting areas show Unfiltered

This is still present in Hyrax 3.0.1 @jlhardes

Retest after Oregon Digital Analytics work has been contributed back (aimed for contribution August 31st, 2021).

This issue is still present in Hyrax 3.4.1. However, it seems to only be present when a user clicks on the "Statistics" link, which is the older analytics interface. The newer interface ("Analytics") prompts the user to enter a date if it is left blank, so the issue does not occur.
