I have contacted with them in IRC and got this response:

debian provides resources and infrastructure for anyone willing to make use of it. But someone has to do the actual work for maintaining a package within that infrastructure. there is a difference between an upstream projects code repository and "it being packaged and tested and included in a distribution". The second part requires more or less heavy lifting.
