[DOCS] Need to update default user and group is salt and not root
Description The current documentation states that the default user is root, since 3006.x it is salt. Need to update default user and group is salt since 3006.0

a bigger notice needs to be made that user: salt needs to be kept in the /etc/salt/minion and /etc/salt/master config files.
many people template these files and it will end up being removed by accident.
which does point out that if user isnt in the config file it should start to default to salt, not root...
