`Default Config` option in the Windows installer does not remove the cached master public key
When overwriting the existing salt-minion configuration, the Windows installer does not delete c:\salt\conf\pki\minion\minion_master.pub. This breaks changes to the master IP or hostname when the new master has a different key than the old (e.g., migrating minions to another master at install time), as the minion will reject the new master public key.
The Custom Config option probably has the same behavior, but I didn't test it.
