Update the EPEL RPM URL for version 7 from http://download.fedoraproject.org/pub/epel/epel-release-latest-7.noarch.rpm to https://archives.fedoraproject.org/pub/archive/epel/7.9/x86_64/Packages/e/epel-release-7-12.noarch.rpm since the previous link does not exist anymore. The change ensures the EPEL RPM URL points to a specific archived version for centos 7.

i did not run test kitchen but i tested the change on a vm and it fixes the problem.
