Update BREXX for VM/370 CE 1.2+

BREXX in VM/370 CE 1.2 doesn't properly support SIGNAL ON ERROR, and doesn't support SIGNAL ON FAILURE at all. Pull request https://github.com/adesutherland/CMS-370-BREXX/pull/74 fixes both, and should be included in the next VM/370 CE release.

Both have been fixed in bREXX 1.1.0, and are ready for the next VM/CE release.
