Encrypt only with owner password?

Shouldn't it be possible to only encrypt with the owner password? That would lock down the permissions (on readers that support it) without requiring a password to open the file....

The PDF filename, when passed on the command line, should be enclosed in quotes to ensure paths with spaces are handled properly. See https://github.com/ryangriggs/PDFEncrypt/blob/622b4965d7e525fe866a5f2a81b688d7d7917f5e/frmMain.cs#L264
