add gen plugin

Adds the gen plugin that defaults to watch mode.

• [x] implement
• [ ] how should the plugin work with gro dev --no-watch and gro build? Problem is setup is called too late. Should it run first? Do we need to rethink the plugin hooks?
• [ ] option to turn watch off on as part of a gen object
