Teams linked in GOVERNANCE.md are not public

Looking at the GitHub docs it doesn't seem like it's possible to make teams visible to non org members sadly

e.g. https://github.com/orgs/rustwasm/teams/core/members is a 404 for users not a member of the rustwasm org

We could create a page similar to rust team. Any thoughts?

maintenance wise, i would recommend that we just add the team members to the projects' readmes. maintaining content that is likely to change like team stuff can cause a lot of content debt. (e.g. the rust team page is very out of date :/)
