Investigate Travis+Docker+Homu for CI greatness

Using Docker with Travis CI, it should be possible to run test builds of the meta-rust-bin layer, if for no other reason than to check for compilation regressions. With that set up, it would be possible to enable the Rust Embedded Homu Bot to automatically test and perform merges.
