add Barracuda Helper

Shows routes for the Barracuda Trials sailing minigame. Currently only contains pre-made routes for The Tempor Tantrum, as I do not have the sailing level for the other trials. Routes can be user made through the side panel and shared through the import and export buttons.

There are some GIFs showcasing the plugin in the plugins readme.
