Grant admin rights only for one usergroup

At the moment everyone with admin rights, has admin rights in all usergroups. As we are small and tight knit community, this posed to issue so far (I assume). Going forward users (or at least admins) should be scoped to one (or explicitly to multiple) usergroup(s).
