[Discovery] Alternate units in requests

Summary

We've got a request for allowing partners to provide alternate units such as "packs" or "flats", because that's what they think in. We know what the end result looks like, but we need to figure out how to get there.

This is a big chunk of work -- and needs to be divided up in a sane way.

Hi! I would like to work on this issue, if help is still needed here. I noticed that the doc mentions meeting online to ensure that everyone's on the same page before starting work on this issue. I'm in the Pacific time zone and my schedule is quite flexible. I'm excited to discuss next steps whenever possible!
