WIP Looking For Brittle Tests WIP

Removed rspec-retry on this branch to give more insight into what is happening in the logs and let us look for brittle tests.

The goal isn't to merge this branch but to have a branch without spec-retry on it and to run the GitHub actions rspec workflows to look for test issues.
