Specify the type of evaluation for files

Related to https://github.com/ruby/rbs/issues/654

It would be good to be able to specify the type of evaluation for a file itself. Cases where this would be useful:

  • Gemfile
  • Rake tasks
  • Steepfile
  • Any other DSL case (maybe RSpec?)

Currently if I try type check these files they fail.
