Lṳon not fixed as expected

Lṳon fixed as Lṳon with explanation: [('encode', 'latin-1'), ('decode', 'utf-8'), ('normalize', 'NFC')]

However, the intended city name was Luçon (don't ask me how or why :)

Is this something that can be improved or just an un-fixable case/data loss?
