[ROS2][Galactic][Python] Fixed DiagnosedPublisher and switched to ROS_TIME
- DiagnosedPublisher reads the topic from the correct field (name -> topic_name)
- TimeStampStatus receives a float (seconds) or rclpy.Time
- Switched from STEADY_TIME to ROS_TIME
