Missing explicit dependency on Boost?

Both noetic-devel and indigo-devel are using Boost at diagnostic_aggregator package (here) and shares a library (${PROJECT_NAME). Shouldn't it also export the boost dependency itself? I mean by adding a DEPENDS Boost at catkin_package macro and a <build_depend> tag at manifest.
