Unable to draw over screensaver

I have an Nvidia shield and pipup works great in general

However pipup alerts do not show when device is showing the screensaver

Note that the screensaver that I am using is this one from Apple TV: https://play.google.com/store/apps/details?id=com.codingbuffalo.aerialdream&hl=en_CA&gl=US
