https://opendev.org/ was suggested by a user in the infra Slack, wanted to note this for discussion and review by the infra team.

Do note it is a different sort of offering from a GitLab or GitHub, being change-management driven rather than pull-driven. https://zuul-ci.org/docs/zuul/discussion/gating.html discusses some concepts around that.
