Comment updates and simplification for dissolve() in RocketMinipoolDelegate

Since https://github.com/rocket-pool/rocketpool/commit/c58793eee5d1e52cd6a67e6822eaf26709802079, some comments were out of sync with the implementation.

In addition, the requires can also be simplified after that change. I did that in a separate commit to simplify review/audit.

This is my first PR on rocketpool, just let me know if anything can be improved :)
