tag (and push tags) of releases

Commit 081d237ad5bf8f looks to be release 1.3 from the change log. Please tag all the prior releases in git and push the tags to github

@rkchrome can you push current release tags, and possibly tag a new release with the fixes recently pushed?

While I concur about the missing tags, please don't tag a new version that just papers over actual bugs and has a warning fix reverted without explanation.
