Correct Image but Displays Rotated

If the device is portrait and displaying on external monitor, then I rotate iPad landscape, the image on the external monitor is correct but rotated 90 degree. Meaning it's the correct landscape image, but it's not rotating and thus is displayed in portrait orientation. The same is true if start landscape then rotate portrait.
