PWM for servo too weak

Hi, Controlling the stepper motors works fine but Im having troubles controlling the servo, so I decided to measure The PWM on D11 and it is too weak. Peak to peak value is only 0,2 volts and V max is only 0,4 volts(I attached the print screen). any Idea what might be wrong? Thank you image
