Get scrambles by competition ID

Hi Robin,

First of all, thank you for this API! I've been using your API for my small projects and it is really helpful. I would like to suggest a new endpoint for getting scrambles by competition ID.

Optionally, allowing filtering by event ID would be great.

The data seems to be available on WCA_export_Scrambles.tsv
