With https://github.com/GSA/ckanext-geodatagov/pull/224, the work on `ckanext-geodatagov` should be done (hopefully). The work on the `catalog` side should be done with https://github.com/GSA/catalog.data.gov/pull/578.

This action will probably look quite similar to the [`sitemap-to-s3` one](https://github.com/GSA/catalog.data.gov/blob/main/.github/workflows/s3-to-sitemap.yml).

Updated on ckanext-geodatagov with [this commit](https://github.com/GSA/ckanext-geodatagov/commit/a60c7fb89715dbc2ca45c961bd26c9bd00768c0d). Note that [`actions/setup-python`](https://github.com/actions/setup-python) is now at `v4`.

This ticket is somewhat self-documenting (see [the sketch](https://github.com/GSA/data.gov/issues/4005#issue-1404917195) and [the issue](https://github.com/GSA/data.gov/issues/4005)), but I believe I have gotten to all the repos we use. Anyone else know of any other? Or...

🥳 https://catalog.data.gov/robots.txt now has a good link to the sitemap bucket! And a mostly valid (should be on merge of [PR 615](https://github.com/GSA/catalog.data.gov/pull/615)) sitemap file!
