C++/Eigen implementation of Solve direct for Basis interp

I pushed a C++ code developed by @natelust for solving the interpolation in Basis Interp. It goes faster than numpy/scipy/Jax even on a single core. More stars are used for the training and faster it will be compared to numpy/scipy/Jax even on a single core.
